90 Hour Course/ $795
The 2008 Curriculum for State Registered Real Property Appraiser
Barney Fletcher Schools offers 4 courses to meet the 2008 education requirements for State Registered Real Property Appraiser. The total 90 hour curriculum costs $795.00. While the courses may be taken in any order, the school strongly recommends that a student take the courses in the order in which they are offered as the material in each course builds upon the subject matter learned in a previous course or courses. The texts used in the 90 hour curriculum are approved by the Appraisal Qualifications Board (AQB) as meeting the guidelines and content outlines of the 2008 AQB education requirements for real property appraisers.
The school recommends that each student bring a calculator for the first three courses in the curriculum. Each course requires a separate course final examination to count toward the 90 hour appraisal curriculum. Students may register to take any of the first three courses for appraisal or real estate continuing education credit without a course final examination.
BASIC APPRAISAL PRINCIPLES

This introductory appraisal course offers an overview of real property concepts and characteristics. The course provides a solid foundation in appraisal basics through discussion of appraisal principles, legal considerations in real estate, influences on value, real estate finance, the types of value, economic principles affecting value, and real estate markets and analysis. The course includes practical examples and exercises, study quizzes, and an introduction to appraisal ethics.
BASIC APPRAISAL PROCEDURES

The second course in our 90 hour series provides an overview of the three approaches appraisers may use to arrive at a valuation of real property. Students study property description, residential applications, commercial applications, improvement construction, home inspection, and the math used in appraisal procedures. The course offers a practical application of appraisal procedures through theory, case studies, practical exercises, and study quizzes.
RESIDENTIAL REPORT WRITING
15 Hours
($175.00 if purchased separately)
This 15-Hour course is a practical course teaching a variety of forms used by residential appraisers today: the URAR form, the drive-by format, review appraisals, and other Fannie Mae reports. The course instructs students in the proper completion of forms in compliance with federal and state standards. Students will learn valuable sources for comparable sales information, flood mapping, census tract maps, and other information necessary to complete today’s appraisal forms and reports.
NATIONAL UNIFORM STANDARDS OF PROFESSIONAL APPRAISAL PRACTICE (USPAP) COURSE

The fourth course in the 90 Hour curriculum for the State Registered Real Property Appraiser classification focuses on the requirements for ethical behavior and competent performance by appraisers as set forth in the most current edition of USPAP. The course emphasizes the role of the appraiser and the impartiality associated with that role. Barney Fletcher Schools offers the national USPAP course under a license with The Appraisal Foundation, the developer of the course.
Registered Appraiser
May perform appraisals on any type of property except when the purpose of the appraisal is for use in a federally related loan transaction. The applicant must furnish evidence of successful completion of not less than 90 in-class hours in a course or courses approved by the Appraisers Board. There is no state examination requirement for this level.
Licensed Appraiser / $595
The 2008 Curriculum for State Licensed Real Property Appraiser
Barney Fletcher Schools offers 3 courses to meet the 2008 education requirements for State Licensed Real Property Appraiser. The total 60 hour curriculum costs $595.00. Students enrolling in the 60 hour curriculum are expected to have completed a 90-hour appraisal curriculum approved for the registered appraiser classification. State law requires a total of 150 hours of approved education for the licensed appraiser classification.

RESIDENTIAL MARKET ANALYSIS AND BEST USE

Identifying and analyzing market forces affecting buyers’ and sellers’ behavior is key to understanding and reporting real property values. This course provides students with the tools needed to properly collect and analyze market data. Students will study in detail the four tests for highest and best use, and review land use restrictions and economic considerations important in determining property values.
RESIDENTIAL APPRAISER SITE VALUATION AND COST APPROACH

The second course in the 60-hour curriculum gives students valuable insight and a working knowledge of the various theories and methodologies for arriving at residential site value and for applying the cost approach in everyday appraisal work. The student will learn the distinction between replacement cost new and reproduction cost new, and take an in-depth look at several methods for estimating accrued depreciation. The course is practical, with real world examples, with a text including numerous practice examinations.
RESIDENTIAL SALES COMPARISON AND INCOME APPROACHES

($275.00 if purchased separately)
Students in this course will learn the valuation principles and procedures applicable to both the sales comparison and income approaches to appraising real property. Using case studies, the course develops and applies the techniques of market analysis such as the use of matched pairs, capitalization rates, and gross rental multipliers. The course includes discussions on cash and finance equivalency. The course combines theory and hands-on examples, providing a solid foundation in both appraisal approaches.
Certified Residential Appraiser
May do any appraisal a licensed appraiser can do and may appraise one to four unit residential properties without regard to complexity or value, but may not appraise real estate wherein a development analysis/appraisal is necessary and utilized.
The applicant must furnish evidence of successful completion of not less than 120 in-class hours in a course or courses approved by the Board. Additionally, the applicant must demonstrate to the satisfaction of the Board experience in real estate activity of at least twenty-four months and 2,500 hours with at least 25% in complex one to four unit residential appraisal work and pass a State Examination.
Certified General Appraiser
May appraise any type of property for any purpose.
The applicant must furnish evidence of successful completion of not less than 180 in-class hours in a course or courses approved by the Board. Additionally, the applicant must demonstrate to the satisfaction of the Board experience in real estate activity of at least thirty months and 3,000 hours with at least 50% in non-residential appraisal work and pass a State Examination.
